If Obama hadn't signed the bill which was leftover from the Bush administration, the government would have closed down. He really had to sign it and move on.

NO he didn't. They already had a continuation bill in the wings ready to go that did a straight flat funding of existing programs as is, no adds, no earmarks, in order to keep the government operating.

Let me suggest that it is a two part problem, not a one part problem. Earmarks are an issue because the government is spending money they do not have. Every dime of "unnecessary" spending, when you are running deficits, are being paid for by someone else. On the other hand, "if" they balanced the budget, then every cent of "unnecessary" spending means they cannot spend it somewhere else, which may be more important.

Of course, Obama lies. This promise has already been broken twice. First it was the Lilly Ledbetter Fair Pay Act, and second was the State Children's Health Insurance Program.
